The person transporting the cart must go ahead and pull the cart. Therefore, the area under the handle needs to have swivel casters. However, this means that the handle stopper cannot be applied because the casters need to pivot. To address this, we decided to link the handle section to the fixed caster on the opposite side of the handle to secure it.
